Between June 15 and 16, 2017, Dr. Eric J. Ballbach participated at the 4th “Ulaanbaatar Dialogue on Northeast Asian Security” (UBDNEAS). Organized by the Institute of Strategic Studies under the auspices of the Mongolian Ministry of Foreign Affairs, the UBDNEAS is a Track 1.5 process that brings together scholars, foreign policy and defense officials from North and South Korea, Japan, China, Mongolia, Russia, the U.S. and Europe. The meeting was structured in three sessions. On the first day, the discussions revolved around “The Paradigm Changes of the Security Environment in Northeast Asia” and “The Path Forward: Improving the Current Situation in Northeast Asia.” In the context of the second session, Dr. Ballbach gave a presentation on “Multilateral Institution-Building in East Asia and Europe: Challenges and Prospects.” On the second day, the debate moved beyond conventional security issues and addressed the “Implications of Energy and Infrastructure Connectivity in Northeast Asia” as well as the “Implications of Environmental Security Cooperation in Northeast Asia.” Based on the principles of mutual respect and established with the objective to build trust and identify mutual interests, the UBDNEAS constitutes a vital component of the still lowly institutionalized security cooperation in the Northeast Asian region. Following two days of lively debates, the participants got together with His Excellency, Mr. Munkh-Orgil Tsend, Minister of Foreign Affairs as well as the President of Mongolia, His Excellency Mr. Tsakhiagiin Elbegdorj.
